As of writing this, XAMPP perl addon (5.8.8-2.2.4) is shipped with ActivePerl 5.8.8.819, but, as shown in Notes on perl / ppm versions page, its ppm (v 4.0) is incomplete and should be avoided.
I recommend to upgrade your perl with ActivePerl 5.8.8.820 or better in the 5.8 line-ups (install it in the perl directory for the XAMPP installation. Don't override it with the 5.10 line-ups).
